SECOND ADVERTISEMENT OF THE ADOPTION OF THE ORDINANCE INCREASING THE INDEBTEDNESS OF THE CITY OF JOHNSTOWN BY THE ISSUE OF A GUARANTEED REVENUE NOTE NOTICE NOTICE IS HEREBY GIVEN that on August 12th, 2015, at 6:00 P.M., in Council Chambers, 4th Floor of the Public Safety Building, Johnstown, Pennsylvania, the officers of the City of Johnstown, Cambria County, Pennsylvania, enacted an ordinance authorizing the issuance of and awarding not in excess of $1,860,500.00, principal amount, guaranteed revenue note, at a private sale thereof to the Pennsylvania Infrastructure Investment Authority at par, bearing interest at the rate of 1.000% per annum for the years 1-5 and bearing interest at the rate of 1.000% per annum for the years 5+. The Note is a guaranteed revenue note of the local government unit and its officers are directed to do all acts necessary and proper for the issuance and securing of said Note. No amendments were made during the passage of this ordinance. The funds to be obtained from the borrowing will be used for the following purpose: The project is located within the Woodvale/Oakhurst Sanitary Storm Sewer Phase areas of The City of Johnstown. The existing sanitary sewer system is more than 80 years old consisting of vitrified clay pipe collection lines that are allowing groundwater (infiltration) to enter the system through non-gasketed pipe joints and pipe failures. Additionally, surface water (inflow) enters the sanitary sewer system by way of connections between the sanitary and storm sewers that were made to alleviate storm sewer back-ups. The goal of this project is rehabilitation of the Woodvale/Oakhurst Sanitary Storm Sewer Separation lines to remove infiltration & inflow to the sanitary sewer system by rehabilitating the collection lines and eliminating interconnections between the sanitary and storm sewer systems.
